Smartphone policy is approved

STUDENTS in the Huntington Beach Union High School District can use their smartphones only during non-instructional time

Trying to separate a teenager from his or her smartphone can be a challenge for school officials. How much access – if any – should a high school student have when much of what a pupil does in class is listen?

On Tuesday the Huntington Beach Union High School Board of Trustees considered and approved a policy setting out restrictions and access to those devices for students while on campus.

The policy states that: Students may use smart

The policy states that: “Students may use smart phones and other mobile communications devices on campus during non-instructional time as long as the device is utilized in accordance with law and any applicable school rules.

“Mobile communications devices shall be turned off during instructional time.”

Exceptions to this would include in case of an emergency (or a perceived threat of danger), or when a teacher or administrator grants permission to the student to possess or use a device, subject to reasonable limitations imposed by that teacher or administrator.

Additional exceptions include when a licensed physician or surgeon determines that the possession or use is necessary for the student’s health and well-being, or when it’s required by the students individualized education plan.

Students violating the policy could be disciplined for off-campus use of such a device which “poses a threat or danger to the safety of students, staff or district property or substantially disrupts school activities.”
